Mobile number format
Indian mobile numbers are 10 digits and always begin with 6, 7, 8 or 9. There is no trunk prefix, so the international form is simply +91 plus those 10 digits. Only landlines use 0-prefixed area codes, and they differ in length.

Current operator can only come from a live HLR-style lookup; a static prefix table is not reliable enough to drive billing or route selection.
