Vietnamese mobile numbers are 10 digits nationally with a leading 0; strip it and the international form is 9 digits. Prefixes cluster in 03x, 05x, 07x, 08x and 09x. The 2018 renumbering cut all 11-digit mobiles down to 10, so any 11-digit number sitting in an old list is already dead.

Cash on delivery still carries a large share of Vietnamese e-commerce, which makes the phone number the only verifiable field on an order — a bad number becomes a failed delivery, not just an unread message.
