Biometric SIM registration keeps dead numbers rare, but one person often holds several. WhatsApp is the only entry point worth screening first.
Mobile number format
Domestically, Pakistani mobiles are 11 digits beginning 03 — for example 03001234567. Drop the leading zero and you get the 10 digits that follow +92 in international form. Anything that does not start 03 is not a mobile number.
