Korean mobiles are 11 digits nationally and all begin 010 — written 010-1234-5678. Internationally, drop the zero: +82 10 followed by 8 digits. The old carrier-specific 011, 016, 017, 018 and 019 ranges were retired for good when 2G was switched off.
