In Russia a mobile number doubles as a payment and login identity, Telegram is the default entry point, and Meta-owned accounts have largely gone dormant.
Mobile number format
National numbers are 10 digits, dialled domestically behind trunk code 8 and written +7 abroad. Mobiles always begin with 9 — +7 9xx xxx xx xx — while ranges opening 3 to 8 are mostly fixed lines. Note that +7 is shared with Kazakhstan, whose mobiles begin with 7, so the country code alone cannot separate the two.

Four national operators cover the country. Mobile ranges (DEF codes) are still allocated regionally, so a prefix gives a rough geographic hint — genuinely useful when scheduling across eleven time zones. Portability has existed since late 2013, however, so the operator itself needs a live lookup.

The number carries far more weight than messaging: SBP instant transfers are addressed by phone number and most online services log in with it, so people rarely change numbers and lists age slowly. SIMs are registered against a passport. The country spans eleven time zones — blasting on Moscow time misses half a working day in the Far East.

FAQ
Do Russian numbers start with +7 or 8?
Both, in different contexts. Domestically you dial trunk code 8 plus the ten-digit number, written 8 (9xx) xxx-xx-xx; internationally, or when saving a contact, you use +7 with the same ten digits. Normalise imports to E.164 by replacing the leading 8 with +7, otherwise the extra digit makes the record fail validation.
Does a +7 number always mean Russia?
No. Kazakhstan shares +7 with Russia: Kazakh mobiles open with 7 (for example +7 70x or +7 77x), Russian mobiles with 9. Judging by country code alone merges two markets into one list, so check the first national digit or run an origin lookup.
Can Russian users still be reached on Instagram?
Meta's platforms have been restricted inside Russia since 2022 and ordinary users need extra tooling to open them, so activity has fallen sharply. An Instagram registration hit is usually a legacy account: fine as a secondary signal, poor as a primary channel. Telegram and WhatsApp deliver far better in practice.
