Mobile number format

A Ukrainian number is a two-digit operator code plus seven digits: 0XX XXX XX XX, ten digits at home, or nine once the leading 0 is dropped behind +380. Kyivstar typically uses 067, 068, 096, 097 and 098; Vodafone Ukraine 050, 066, 095 and 099; lifecell 063, 073 and 093.

Three operators split the entire mobile market, and their prefixes used to identify them outright — 067, 050 or 073 told you the network on sight. Portability opened in 2019 and that shortcut now fails, especially for urban users who change tariffs often, so resolve the carrier live.

On the ground

Displacement has changed what a number represents: many +380 lines now roam permanently in Poland, Germany and elsewhere, so the dialling code no longer tells you the recipient's time zone. Dormant lines and dual-SIM use have both risen, so checking registration without checking activity flatters a list badly.

Start with validity and live network status to strip out long-dormant lines, then test Viber, Telegram and WhatsApp in that order — the first two decide what the list is actually worth. Do Ukrainians mainly use Viber or Telegram?

Both. Viber has long been the default channel for bank, government and merchant notifications and is installed almost everywhere; Telegram became the primary news and local-information channel after 2022 and sees heavy daily use. Test both in parallel and leave WhatsApp until last.

An app-registration check alone is not enough.
